Wikipedia defines a cuticle as such:

A cuticle, or cuticula is any of a variety of tough but flexible, non-mineral outer coverings of an organism, or parts of an organism, that provide protection. Cuticles are non-homologous, differing in their origin, structure and chemical composition.

In human anatomy, cuticle (also called eponychium) refers to several structures. It refers to the dead layers of epidermal cells or keratinocytes that produce the horn protein keratin, to strip of dead skin cells at the base and sides of the fingernail, to the eponychium, and also to the superficial layer of overlapping cells covering the hair shaft (cuticula pili) that locks the hair ino its follicle.

Essentially the cuticle is the white portion of the nail closest to the knuckle. To manicure a cuticles means to clean up the area around the cuticle in terms of removing dead skin. This process is commonly done with a clean wooden instrument that pushes back and out on excess skin or dead cells that are lingering near the nail. When not manicured properly the process can be painful as anyone can imagine who thinks about having wooden sticks roughly pushed through the areas of the nails where the nail and skin meet. This is clearly an area where anyone undergoing a manicure focusing on cuticles will want to ask around in order to visit a reliable source.
